Cadeo Projects was founded on a simple belief: engineering is better when the people designing it have actually built it.
Our principals have spent their careers on site, managing civil construction projects before moving into consultancy. That hands-on background shapes how we approach every project — practical solutions, realistic designs, and an understanding of what it takes to get things built well.
Our team includes Chartered Professional Engineers across civil, structural and geotechnical disciplines, supported by a Certified Environmental Practitioner — and we are qualified to provide Producer Statements (PS1–PS4) and carry out construction monitoring in accordance with NZ Building Code and council requirements.
We work closely with councils, residential developers and fellow consultants who value clear communication and reliable delivery.

Liam Cai

Director/ Civil Engineer
Liam co-founded Cadeo Projects after 17 years working across Canterbury's construction and engineering landscape.
Where many engineers move straight from study into design roles, Liam spent his career on site, leading technically challenging infrastructure projects for NZ Transport Agency, local councils, land developers and asset owners. That hands-on experience — learning what it takes to deliver under pressure, on difficult ground, and with multiple stakeholders — shapes how he approaches every design and every project today.
Liam specialises in early contractor involvement, construction methodology development, cost estimating, project management and construction delivery. He applies a practical and analytical approach to identifying risks early, testing the buildability of proposed designs and developing mitigation strategies before those risks become costly problems during construction.
As a director of Cadeo, Liam works across civil engineering, project management and client relationships. He's the person your team can call when something unexpected comes up on site — and the engineer making sure those surprises are rare to begin with.

Yi (Tony) Dong
BE(Hons), CPEng, CMEngNZ Director / Chartered Structural Engineer
Tony co-founded Cadeo Projects with 17 years of structural engineering experience behind him — most of it delivering complex design solutions across Canterbury's residential, commercial and industrial sectors.
His career spans multi-unit residential developments, architecturally designed homes, seismic strengthening of commercial buildings, and retaining and foundation systems in challenging ground conditions. Having worked extensively in Christchurch post-earthquakes, he has a particularly deep understanding of liquefaction risk, seismic assessment and retrofit design — knowledge that remains highly relevant across Canterbury's built environment.
He is fully PS1–PS4 capable, which simplifies the consent process for clients and reduces the need for multiple consultants across a project.
At Cadeo, Tony leads structural design — bringing technical rigour and a practical eye for constructability to every project.
Raymond Su
BE(Hons), MEngSc, CPEng, IntPE(NZ), CMEngNZ
Chartered Geotechnical Engineer
Raymond brings 25 years of geotechnical engineering experience to Cadeo — one of the most senior practitioners in Canterbury's consulting market. His career spans senior and principal-level roles across New Zealand, delivering geotechnical solutions for residential, commercial, subdivision and infrastructure projects.
His technical depth spans the full range of geotechnical challenges: liquefaction assessment, deep foundation design, slope stabilisation, ground improvement and complex earthworks on variable and high-risk sites. He has worked extensively across Canterbury's post-earthquake rebuild, delivering site-specific geotechnical design for subdivision consents, building consents and infrastructure projects in accordance with MBIE guidelines and council requirements. His Canterbury ground knowledge is hard-won and genuinely extensive.
Raymond holds a Bachelor of Engineering (Hons) from the University of Canterbury and a Master of Engineering Science specialising in Geotechnical Engineering from the University of New South Wales. He is a Chartered Professional Engineer (CPEng), an International Professional Engineer (IntPE(NZ)) and a Chartered Member of Engineering New Zealand.
As a CPEng, Raymond is qualified to issue Producer Statements (PS1–PS4), sign off geotechnical design and provide construction monitoring — reducing the need for additional sign-off and simplifying the consent process for clients.
