Styx Mill Road Subdivision and Council Road Upgrade

A complex subdivision in a family neighbourhood, delivered from early contractor involvement through to final sign-off — on budget, fully compliant, and closed out cleanly.

130 Styx Mill Road is a 14-lot fully serviced residential subdivision delivered within an established Christchurch neighbourhood. The project included full civil infrastructure — earthworks, three waters, and roading — alongside road upgrade works for Christchurch City Council.

Cadeo was engaged as lead consultant and project manager, involved from early contractor involvement (ECI) through to final sign-off. Our role spanned design review, risk identification, construction delivery, contractor coordination, and stakeholder engagement across multiple regulatory authorities.

Our Approach

Early involvement, practical input

We were brought in during the design phase to provide construction-informed review of the scheme and detailed design. That early involvement meant build issues were resolved before they reached site — tightening the programme, reducing construction risk, and keeping cost outcomes under control.

Delivering in a live neighbourhood

The site sat within a busy residential area, with a childcare centre directly opposite. Traffic management was a critical component of delivery. We implemented and maintained comprehensive traffic management plans throughout the works, ensuring safe access for residents and road users while minimising disruption to the centre’s daily operation.

The road upgrade works for CCC required careful sequencing within a constrained, live environment. Safe access and clear communication with the community were maintained throughout.

Environmental compliance and ecological protection

The site sits immediately beside Styx Mill Conservation Reserve and adjacent to the lake — creating a direct sediment risk if erosion controls failed. Environment Canterbury had strict requirements for the erosion and sediment control plan, and a retention pond was designed and maintained throughout construction to protect the lake environment. ECan remained satisfied with performance throughout, with no environmental delays to programme.

The site also contained native lizard habitat requiring active management prior to and during construction. We coordinated closely with an approved ecological consultant to ensure lizard removal and relocation met all requirements, and staged works to align with consent conditions.

Road upgrade and traffic management

The project included upgrading adjacent road infrastructure for Christchurch City Council — delivered within busy neighbourhood while maintaining safe access for residents and road users throughout.

A key constraint was a busy childcare centre directly opposite the site. Traffic management plans were carefully designed and actively maintained to protect pedestrian and vehicle movements, minimise disruption to the centre, and meet all regulatory requirements.

Stakeholder management

The project involved active coordination across Christchurch City Council, ECAN, local residents, and the adjacent childcare facility. Proactive communication throughout delivery kept all parties informed and minimised disruption — no escalations, no complaints left unresolved.

Project Outcomes

The project was delivered on budget, with no outstanding defects at completion. All compliance documentation was submitted and accepted by Christchurch City Council.
